Pursuant to Law no. 7961, dated 12.07.1995 "Labor Code" as amended, the State Authority for Geospatial Information (ASIG) announces competition for three (3) vacancies in the positions:

 

Support Services Sector;

1.ECONOMIST

2.LAWYER

3. EXPERT of Public Relations


Applicants must meet the general requirements provided by the Law. 7961, dated 12.07.1995 "Labor Code" as amended.


SPECIAL REQUIREMENTS FOR CANDIDATES

ECONOMIST

DETYRAT

1.      Manage the funds for the institution, ensuring effective use and compliance with legislation on public funds, and especially the law no. 10296, dated 08.07.2010, "On the financial management and control" and the Law. 8379, dated 29.07.1998, "On the design and implementation of the state budget of the Republic of Albania".

2.      Draft medium term budget plan for programming planning, management and administration.

3.      Prepares and submits a statement of policy objectives, facilities, products and activities planned for the PBA program and product costing and monitoring them for this program.

4.      Details the budgetary funds approved by law for the institution and designs detail summary of current and capital spending.

EDUCATION

1.      Degree in Economics.

2.      Master or equivalent in the economy.

EXPERIENCE

1.      The candidate must have 2 years experience in Public Administration.

2.      The candidate must have experience in the design of the part financial the documentation to be prepared for different tendering and bid evaluation.

3.      The candidate should have experience in the calculation of tariffs and prices that will decide ASIG for services that offer through the "National Geoportal".

LAWYER

DUTIES

1.      Responses to preserve the legitimacy of the entire activity of ASIG.

2.      In cooperation with specialized sectors formats all bylaws proposed by ASIG pursuant to Law no. 72/2012 taking into account their compatibility with EU law.

EDUCATION

1.      Degree in Law. Studies conducted abroad will have priority.

2.      Master or equivalent in the above areas.

EXPERIENCE

1.      The candidate must have not less than 2 years of experience in the practice in Public Administration.

2.      The candidate must have experience necessary to prepare procedures for the implementation of the bylaws or internal administrative acts of the institution.

Knowledgeable

1.      To know in detail the legal and regulatory framework related to national information infrastructure geospatial electronic communication and legal operation of ASIG and Albanian legislation in general.

2.      To recognize the requirements of EU legislation relating to Geo in the context of EU integration.

3.      To know English well. (Knowledge of other languages priority)
 

PUBLIC RELATIONS EXPERT

DUTIES

1.      Responses to Public Relations.

2.      In cooperation with specialized sectors manages all documentation related to ASIG.

EDUCATION

1.      Degree in Communication Sciences.

2.      Master or equivalent in the above areas.

EXPERIENCE

1.      The candidate must have not less than 2 years of experience in the practice in Public Administration.

2.      The candidate must have experience necessary to support the activities of ASIG terms of public relations.

KNOWLEDGEABLE

1.      To know in detail the legal and regulatory framework related to communication with the public

2.      To know the English language well. (Knowledge of other languages priority)
